The photos I added were the wrong size so I hit remove and that deleted the whole block. When I add rotating header images they are not showing up.

It seems that you removed a field from the View Block. That is not where to remove photos. You can delete the photos in the Content tab. I put the field back in the View. Now you can change the photos as you would like.

If you want to remove a picture from the rotating header, this is a safe way to do it:
Click Content > (Under Show only items where) (type) Choose Rotating Header Image (from the drop-down) > Click Filter button
This will give you a list of the pics in that content type, in this case, Rotating Header Image.
Under OPERATIONS, you can edit the picture.
Or you can delete it and add a new pic by:
Content > Add content > Rotating Header Image > then you get the edit overlay to put in the Title and upload a pic.
