Slogan and banner problems in 2016 theme

I am migrating to the 2016 themes and cannot get a slogan to appear in my dev site.  Site slogan is enabled under Appearance > Settings > Toggle Display and also in the Delta > Configuration.

Also on all pages other the the front page I get the site name listed twice.  Once formatted like the front page and a second instance as a link above the normal site name.

Finally, can the banner have a Yale Blue background with white text as my current production site has?
