Set up searchable document database on website

I would like to set up “office hours” (for over the phone or by email) to discuss setting up a database on a website that will search for documents by keyword. We have the keywords and we have the document pdfs to upload, but I’m at a loss as to where to start.

Basically, one of our faculty has translated assorted papers and publications housed hear a Yale and needs a website where visitors can go and view these documents, which will be found by using keywords. These keywords will be terms and authors. I made a feeble attempt at the website: dev.ghani.macmillan.yale.edu/box1-giii-1 (referenced above).
