Permission to administer blocks

Issue/Request: 

Our site has a “Web Author” role with permission to administer blocks.  However, I discovered yesterday that for users with this role, the little link in the upper right of a block to edit the block does not appear, meaning they effectively can’t edit blocks.  Any idea what might be going on?

Hello Andrew,

I enabled Contextual Links for that role and it now shows. Can you test it on your end to make sure it works and they are only seeing what they are supposed to?
