I am unable to upload a PDF file to my departments site

Hi Jonathan,
It was a pleasure to speak with you today. Just remember that your issue with uploading the PDF was predominately a browser incompatibility. Please use Chrome or Firefox, do not use Explorer when you make edits to your website.
The basic instructions are as follows:
Once you decide where you want the link, hit the edit tab on the page. Once you are in the Edit Overlay, go to the Body section and add the words that you want to be a hyperlink for your PDF.
Highlight the word(s) you want to link the PDF to and click the link icon on the tool bar. Make sure the link type is URL (for uploading a PDF), then choose the Upload tab. Click the white Browse button and find the file you want on your computer, double click on the correct file. Next, click the button that says Send it to the Server, then click OK in the next popup.
At the bottom of the Edit Overlay page, remember to Save the page, and that should do it.
