Custom Sites Migration

Issue/Request: 

One of our research centers is concerned about being left behind on an unsupported platform (D6) in the long run. I know that ITS has been migrating lots of D6 sites to D7, but I’m assuming those were largely standard sites. What’s the migration path for custom sites? Are they on their own to have a developer do it, or is there some ITS mechanism for this?
