CSS not working properly?

I am working on this page and it is several levels of headings. When I am editing the H3 and lower look right. But when I save, the published page looks like the headings are reversed. The H3 is bold sans serif smaller black  font and the other one is a blue larger serif font.

This isn’t actually an issue with the CSS; what you’re experiencing is just a somewhat unclear aspect of how text looks in the WYSIWYG versus how it looks when published on the page. The way that headers appear in the WYSIWYG editor is how they appear before CSS styling is applied. Once they’re published, the CSS is applied to them and the appearance changes. So what you’re seeing on the page is actually how the text is meant to look, after styling is applied.

We checked the page and verified that the headers are all applied correctly. I hope this explanation made things clear for you, let me know if you need further explanation.

For my sanity, can you tell me what the headings are supposed to be H2:H6?

I just found the style guide, and it has this:

It seems like on the site once you get to H4 it reverts to a larger blue serif, which it shold never really do.
