Creating an anchor link in a box and issue with CSS fonts

I am trying to link to an anchor on the page and have looked up how to do it, however in this configuration I don’t have the link options.

Additionally on this page, our designer is recommending font selection per the Style Guide they created when the site was built that does not match the headings on the site.

It looks like our site has some extra serif headings and then the sans serif ones. But when I select the sans serif ones they are blue, not black, and oddly aren’t taking a capital letter?

First, the anchor works by adding the hash along with the anchor name. For example like https://yalehealth.yale.edu/we-hear-you#Access

You may use above example link and create a menu block or normal block for just that page and add the link to the menu block. If you like i can make a quick example on tst.yalehealth.yale.edu for test purpose.

And, the reason the color and font aren’t not the same as the style guide is because you should use Heading 2 or header 3 format instead 5. I believe we styled them by the heading elements. And plus, if we use heading 5 will not be accessible.
