Click through pop-up not responding

Hi,

We have a custom website which handles our publications, projects and research data database. http://isps.yale.edu/research

To download data files, users need to agree to the terms of use and we have a pop-up click-through agreement form.

We have recently experienced two problems:

1. The pop up does not allow users to advance beyond the “agreeing to terms page” - when clicking agree, you stay on the same page and can’t download any of the files. See for example http://isps.yale.edu/research/data/d078.

2. This problem is not present across the board; in some cases you are able to advance past the pop-up (see for example the first file here: http://isps.yale.edu/research/data/d10). *However*, all files should be set to ask the user to “open” or “save” but we’ve noticed that some file formats directly open in the browser, which is not desirable.
