I changed the theme of my site and saved the configuration, now several regions on the site are no longer visible. How do I fix this?

You may have tried this already, but IIRC, when I did that, I had to go to check zones and blocks.
admin -> appearance -> settings -> theme name
and/or
admin -> appearance -> delta -> template name
and in there I had to check ‘Zone and Region config’ for ‘Unassigned Zones’. to make sure the zones I wanted were in regions.
Then I had to make sure my blocks were still assigned to the zones I wanted.

Whenever you are changing the theme from one of the older themes, you first need to enable the 2016 Themes module. This will enable all the 2016 Theme Specific configurations.
