cropping images on rotating header

I have tried cropping photos in several different ways but when they show up in the header I only get a portion of the image although they look fine when I save them.  When I tried to crop the image to 978x350px and tried to upload, I get an error message that the file is too small. I am not sure what else to try. thanks
