Error loading file

I am getting this error when trying to upload a file: “It was not possible to complete the request due to file system permission restrictions.”
I have tried several times. It is something I do frequently without having a problem.
Later in the day yesterday I was able to upload that file. However today I am trying a different file and getting the same error.
