Username Special Characters

Hello,

When adding people to the site, the “Username” field says that special characters are not allowed, with the exception of apostrophes, hyphens, periods, and underscores, but this user’s page shows the HTML value of the ’ in their name. How can I fix this? Thanks for your time.
